Holds a Bachelor of Laws (hons) from the University of the West Indies and a Master of Laws from the London School of Economics and Political Science. He was a Humbert Humphrey Fellow in the Fletcher School of Law and Diplomacy, USA. Prior to Joining the University of Guyana he served in the foreign service of the Government of Guyana in various capacities including Minister Counsellor and Legal Adviser. He also served as Legal Counsel with the Secretariat of the African, Caribbean and Pacific Group of States in Brussels, Belgium and as Acting Chef de Cabinet and Adviser in the Office of the Secretary General at the CARICOM Secretariat. He joined the faculty in 2022. In addition to teaching within the Faculty of Social Sciences he also lectures in the Institute of Human Resiliency, Strategic Security and the Future, University of Guyana.
